too early to plant shrubs/trees?

Last year at this time in southeast PA it was like June. I went nuts planting stuff. This year? I still see a bit of frost in the mornings.

I started some new garden spaces last fall. I would like to fill them with flowering shrubs, knockout rose, Azalea. I also want to put in some Arborvitae (the hurricane knocked down 2 trees last fall.)

Is it too early?
