Procell is made by www.azek.com. It is a relatively newer product, but I have sucessfully used their Azek 1 x and 5/4 x materials successfully for many years on my porch aprons and stair stringer and riser finishes.
Although it is expensive, long term, its' well worth it. It really lasts.
So my conclusion, since the Procell decking is newer, hang around a little bit and see what some other contributors may have to say about Procell. If it as good as Azek, I'd consider it.

We splurged on Procell for the decks on our new lakefront cottage. We love them.

It was the first time our GC had worked with the product, and he was initially skeptical. He is now sold and has installed it on his last two builds.

We had our 20+ year old 10 x 14' pressure-treated deck rebuilt with Procell decking last summer. So far so good, it seems like a really nice product. I'd rather spend a little more up front than worry about maintenance down the road. I think it looks *much* more attractive than the composite deckings, and the claims for less staining and mold were also a selling factor. It was our carpenter's first experience with the product, he'd built his own deck out of ipe, but he came away very impressed. At the time they didn't make a matching railing system so we did ours using black aluminum balusters and mahogany-ish railings. I don't know if they've added railings or not. Were they always affiliated with Azek? Or is that a recent merger or buy-out?

We had a screened in porch installed in

2007 and used the procell prioduct. We just love it! it has held up wonderfully, its easy to clean, has retained its color and we have no problems with mold.
