Where are the drafts felt? You might be able to address this on the inside by sealing around all electrial boxes and using the gasket kits that the plate goes over. Around your windows, pull the trim and see if the gap between the window jambs and framing need to be foamed wth a low expanding spray foam. I like daptex for this as it is water based, never hardens, and no chance of bowing the window frames. Pull your baseboard and foam between the gap from the floor to the wall board. Might save you some trouble working the inside because it would be best to pull the existing siding regardless of stucco or replacing the hardi.

Thanks sierraeast! We have already addressed all of those issues. This is coming in for two reasons (IMHO) - the wood part of the house faces north and gets the majority of the wind and is on the second story AND the builder did not use any kind of wrap before putting the wood up - not even plastic.

You can feel the cold air when you are 1/2 way into the room - on the floor, the walls even a temp change in the room from entry to closer to the walls (with and without windows).

About a year ago we lifted the garden seat in our kitchen only to discover they had framed it incorrectly and we could see OUTSIDE - no wonder I was cold in the kitchen/dinning area.
