Corroded Outdoor Meter Panel

I've got a 20 year-old meter panel that services a few out buildings. The bus bar on the Crouse Hinds panel is very badly corroded and replacement bus bars are not available. I live in a mild climate (San Jose, CA) and there is no sign of water intrusion in the panel. Is it normal to see corrosion after this period of time?

It's too bad I can't replace the bus bar since replacement, while not costly, will involve a different configuration meter panel with a separate junction block below in order to avoid rerouting sch 80 conduit.

As a separate matter what's the easiest way to cut pvc conduit without damaging the wires inside?

Tnx,

Rick
