Picture Window problem

My newly purchased home (built 1955) has a picture window in the living room with narrow windows that open on each side. I purchased in winter and the windows all needed washing. Now that it is warm out I find that the ugly spider web is not on the outside, it is between the inner and outer panes. The two panes look pretty far apart for a vaccuum seal, but maybe there was one. There is also some moisture between and the outer glass is greenish tint which messed up the color of the translucent blinds I put on all three windows.

Anybody know anything about picture windows and what I should do to have the outer glass replaced at a reasonable price? If the green tint is for sun protection I don't really need it.
