Looks like aphids to me. Google some pics for comparison.

If it is, your best bet is to give them a really strong shot with the hose if you have that, or if not I do mine in the bathtub faucet (or I have a wand shower hose). Aphids will knock off pretty easy, and rub the leaves to dislodge eggs too. Then, go back to the dishsoap/squishing until you get control. The thing with the dishsoap is that it affects only bugs that get a good coating on them to smother. Just keep it up. Neem is another alternative if it doesn't work too. Ladybugs are the natural control.

Looks like you have both aphids and white flies. Do white flies fly around if you shake the plant? You will have to spray if you have them.

Those aren't whiteflies, zzackey, but the shed exoskeletons of the aphids. Aphids have to shed their skins several times in their short lives and they aren't tidy about cleaning up after themselves.

Ugh. Aphids, what a nightmare! Thanks all, now I can start treating them properly, since I know what they are.

If the plant is in a pot just hold it sideways under the tap and sloosh the leaves with your hand.
