Hire a landscape architect (LA) that has experience with slopes, retaining walls, etc. The LA will come up with the most aesthetic solution and one your development or neighborhood will allow. And then they will involve an engineer to make sure it works. I am an LA in Houston-Galveston area of Texas and I am currently working on a steeply sloped site for a client that wants lots of plants on the slope. Depending on where you are located, I might know an LA that could assist you.

I agree a professional could help you. You might want to look on Houzz under find pro and see if there is someone whose's style you like then call them. Building a pool in a slope is a process but there are some great things you can do on a slope.

I would suggest, with the right hired professionals, placing a new retaining wall at the rear of your property and reclaim full usage of your yard for the pool design.

Is it safe to assume you will be hiring a pool company to install the pool? If so you may consider interviewing with a few for their advise. There may be a local pool company that is willing to take on the wall task or steer you to someone to get the process started. This is a good way to meet someone who you will want to work with on the project.

Great looking pools of any shape and size can be made using blowcrete. Pressurized air is used to blow cement on a pre-formed shape. Steps, ladders, etc can be included in the walls. Check with your local pool company or concrete company.

The short answer is yes- provided you can meet all the HOA and County build/design requirements. You can simply hire the pool company or separate contractor to move the wall back to accommodate the new pool, paying particular attention to drainage /run off requirements. Do not skip any part of the permit process!

Always get professional help when doing a job like this one. Take bids from highly rated contractors (don't just look up their license or BBB rating, sadly those don't mean much these days) ask other people who they've hired. Get at least three bids for the exact same work to be done. Have the contracts give you a list of 10 jobs (recent) they've done that are similar, call these customers and ask what they love and hate about the jobs done.
