    Especially on Juniper-in addition to the Phomopsis tip blight that Gal mentions-rodents, specifically meadow voles, AKA "field mice" enjoy stripping the bark and cambium off of juniper branches in winter, leaving them to die as soon as spring arrives. Some of that damage could be that. Easy to tell-just look for girdled twigs on the browned branches. They will be gleaming white wood instead of dark bark.
