Aphids - what else works?

I've been fighting green aphid infestations on my pepper plants and eggplants from the first day I brought them out to start hardening off. I've tried dislodging them with water. Worked better when the plants were in pots and smallish. Now that they're in the ground it's harder to get the necessary angle to get the underside of the leaves. I've tried Neem spray, applied every three days for three weeks straight. Then I tried the Safer insecticidal soap, applied 2X a week for the last 2 weeks. I've seen two generations of ladybird beetles hatch so far and they haven't really made a dent.
Nothing has seemed to work. I'm seeing sad, deformed new leaves on the peppers and the eggplant flowers are coated in layers of aphids.
Is there a treatment out there that is more effective? This is the first time in three years I've tried peppers and eggplants because they were absolutely devastated by aphids the first year I tried them. Now it seems they are spreading to the snap peas and even the herbs like my lovage and parsley...
