Need help identifying tiny bugs

My backyard is infested with these tiny bugs. First year I've noticed them. They are crawling all over my fence. They are tan/black in color with antennas. They don't seem to fly or jump. I took a picture of one if anyone is able to help me find out what they are!

Perhaps psocids? If so, they eat fungus, not fences or plants.

That looks like something I had several years ago. They were great for feeding my baby praying mantis, but never came back after that year. Didn't notice any damage from them (and there were LOTS of them!)
