Can this fixture be hung right-side up AND upside-down?

I think I would like this fixture even more if it were inverted... also, how bright is it? Will it be a functional light, or just "pretty," with a low-light level?

Good news is the fixture can be quite bright depending on the bulbs you use. Each socket is rated for 60 watts, so if you use 60 watt incandescent bulbs, it will put out 240 watts of light. The bad news is that you cannot hang it upside down.
