Any advice on pruning

This echeveria pulvinata started off nice but over the last two years and a move to a bigger pot it got lanky. It never bloomed. I dont know if the shoots out the sides were supposed to be blooms, the ends of them are not as wide as the original plant. The leaves, when removed, never propagate, they just shrivel and die. Which is normal for some succulents, but im afraid if I lob off the heads of this plant they wont take to the soil and die. Is it also supposed to develop a woodsy stem with rosettes at the end? Theres also a nice rosette at the bottom that is growing, I dont want to lose it. How would you suggest pruning?
