I remember when I was building in North Brunswick a few lots also had poor drainage and it was affecting tree and plant growth, so landscapers did what's called "Vertical Mulching" in the tree root area.

Look that up maybe doing that will help you solve your problem.

Sometimes with clay, developers cover the clay with a thin layer of sand and then some good topsoil so grass can grow. How deep did your soil report go? You could also have a big rock right under where you want the tree to go. I'd dig down and see if it's all clay.

If it is, find something that does well in poorly drained clay. You should be okay with Amelanchier, Dogwoods and a whole host of other options. If so, you might not want to add too much gravel, sand, good topsoil etc when you plant because that just creates a place for water to accumulate.

If it isn't all clay, then you want to dig down until you hit better soil and add drainage.

Find a good local nursery, go when it isn't busy and chat to someone knowledgeable. It's likely that your problem is not unique in your area.
