Need Peach Tree Pruning Advice Please!

I planted my first peach tree (Elberta) almost 6 weeks ago and it has really been putting on some vigorous growth. However being a gardening newbie, I wasn't aware of the pruning needs for peaches... especially if one wants to have an open center (vase shape).

I live in Eastern Georgia (near South Carolina) and there will be many warm months ahead. Pruning to an open center makes the most sense to me for a variety of reasons. Most pruning videos I've seen suggest scaffolding branches should ideally be located about 18-24 inches from the ground. But everyone demonstrates pruning when the tree is dormant... and my tree is anything but right now.

At this point, my tree is just about 5 feet tall to the tip of the tallest shoot. There are a couple of vigorous but fairly vertical shoots below the suggested height: 4.5 and 10 inches from the ground. The next shoot - again, somewhat vertical - is at about 16 inches. There isn't anything significant growing between the 16 and 31 inch marks, where a couple of more horizontally-oriented shoots are emerging in close proximity but from almost totally opposite sides of the tree.

Here's a photo, and my questions are basically these:

1. Is 31" too high for the scaffolding branches, and if not, should I cut the central leader a couple of inches above this point to encourage growth of the more horizontally oriented shoots at that level?

2. Should I cut away the vigorous shoots located low on the central leader, perhaps leaving one of the higher ones (say, at 16"), just in case I need it later (in case of injury to the others)?

3. Is it okay to do this pruning now, even though the tree is not dormant?

Any advice you can offer would be MOST welcome!!
