Lovage also has a form similar to that, but the rounded leaves near the bottom don't fit for lovage.

It isn't lovage. 100% certain on that.

Marshmallow would have whitish fuzz on the newer growth.

That's definitely marshmallow. I'm currently growing it myself and I'm absolutely sure that's what it is. Pinch a young leaf between your thumb and pointer finger and rub it. There should be mucilage (gooey substance).
