If you are planning on veggies, you will definitely need waterproofing. Veggies are much higher in water needs than established shrubbery. If you have the money, I'd hire a professional. If not, I'd dig the dirt out of the area, ensure the bottom layer is sloping away from the house, add a very thick plastic liner on top of that, and then cover with a thin layer of whatever you'd like (mulch, or dirt that is then planted with a simple ground over plant). I'd then build a lined and study veggie container bed slightly away from the house. This would allow you to grow veggies there, but the thick lining will ensure any spill over will flow away from the foundation. A slight distance from the house will allow you to see if any problems arise. This should be safe and relatively cheap.

How did that pass home inspection if it isn't original to the building? Agree with speckhen, remove the dirt and build a raised bed placed away from the building.
