Tempered Laminated Glass would more than likely suffice, Is this a single pane or insulated (double) glazed window? The sash would need to have the existing glass removed and then the new glass installed. A local glass shop would be the best route to start.

Tempered would definitely work here and will hold up better than laminate. The issue will be that the tempered glass is extremely hard. Its the same reason that we don't put tempered in car windshields vs. laminated. Every collision would result in a skull fracture if it were tempered.

If you do use laminated, make sure they laminate the interior glass so that if he breaks the glass, it stays together and he doesn't have the chance to cut himself on large and injurious pieces of glass.

If you used poly-carbonate, that would probably be the "safest", but you require a bit of adaptation to make it work with the existing window.
