Pepper Seedlings Point up

So I have some Annaheim pepper seedlings that have just sprouted.

Soon after they sprouted they looked normal and now (several hours later) the cotyledons on a few seedlings are pointing up. Looks like their leaves are closing or something. Any ideas on whether this is normal?

I have 2 x 1300 Lumen 5000K LED bulbs about 7-8 inches from them along with a few other lights in the closet shining on other vegetable seedlings.

The second picture was taken a few hours after the first.

Essentially normal but can be controlled. It is tied to the soil moisture levels (they don't like consistently wet soil and it makes them stiffen up) and the amount of available light. The more intense the light the more they relax; the better balanced the soil moisture (like letting them dry out a bit between watering) the more they relax.

The two seedlings that are visible in both pictures look the same to me. It's likely that nothing has changed.

I've noticed that with some varieties, the cotyledons close up a bit at night and then open back up in the morning. Of the ones I've started this year so far, the habaneros stay open but the aji close up every night.

If you could get the lights closer to the plants it might help some. Almost seems like they're reaching for the light. I keep my lights between one and two inches above my seedlings.
