As a supplemental light source, I don't think you can go that wrong. Assuming these are "warm white", as opposed to "daylight" color, they will lack some blue light, but that won't make any seedling keel. Really, the color of artificial visual lights is an issue only for growing mature plants. I've never used grow-light bulbs for seedlings. Kind of expensive.

edit: I just checked the box my LEDs came in, and it looks like I may have hit the jackpot. They are labeled as 6500 K, 800 lm, 10 W. A quick check claims that 6500 Kelvin is the ideal spectrum for vegetative plant growth and seedlings!

I should stop researching the subject while I still feel good, LOL. My seedlings do seem to be doing very well.

I really like these lights, as they where the most easy on the eyes of all the ones I checked. Theyre also quite cheap to run and buy, waterproof, and cool enough that I can put them very close to the seedlings. They do give off some heat, assisting the heat mat when on.

Is there any consensus on leaving the lights on 24 hours?

Since artificial lights are rarely as bright as the sun, most indoor seedling gardeners keep their lights on for 18 hours rather than 12. I don't think 24 hour light will hurt seedlings, but fruiting is often regulated by photoperiodism, where the plants are sensitive to whether the days are getting longer or shorter. With 24 hour light, they have no such clues.
