My shows dst and eastern but it has not changed to the correct time.

    As long as DST is turned on and you have the correct time zone selected, the clock should have the correct time. I would recommend resetting it (either by removing the batteries for a few seconds and replacing them or using a paperclip to push the reset button). Then make sure DST is on and the time zone is correct and turn on the RCC receiving , leave it near a window overnight and it should have the correct time in the morning.
