How do you open the plantation shutter with this valance coming over

I want to incorporate this on a fully covered plantation shutter. Is the wood on the valance made shorter so the fabric can flip over the shutter to clean the window?

    This is a soft valance so there is just a dust board and then a 8" board along the front. So you should be able to lift the valance when you want to open the shutters. These shutters do not open so that was not an issue for us.

    It is basically a 1x4 board with the lower sides being the top of the board. The middle section is built up to probably 8" above he top edges of the sides. I think the overall length of the valance is between 20-22" from the tallest part to the bottom.
