If you use lights you could grow them in a greenhouse by extending the day length. Otherwise nope.

They often can overwinter outdoors but, to tell the truth, new plantings (next year) will fruit more prolifically than will the "old fellows."

I just pulled out a monster cherry tomato plant that successfully overwintered last year. It produced very fitfully over the winter, so I pretty much had to buy tomatos over the winter, but once it warmed up it took off like gangbusters. I had tomatos coming out of my ears, gave bags of them away, etc. Bugs and disease finally took it down and I pulled it up a couple of months ago. I tossed the vines in the green recycle bins for the county compost pile, but there were some tomatos still on the vines and some ended up in the yard. I left them for the birds and ants, but a few volunteer plants have popped up from the missed fruit. So I now have a 2' very bushy vine in the middle of my lawn and it's producing. There are about a dozen tomatos forming right now, so it will be interesting if they actually ripen.

So you won't get a lot of fruit over the winter, but it's possible to overwinter the vines if it is a mild winter. This winter looks to be a bit colder than last year, so I wouldn't expect many to survive. It will also depend on where in the county you live. East County, probably will get too cold. Nearer the ocean, good chance the milder temperatures may help out the plants.

I've gotten tomatoes in the winter, and I've had volunteer cherry tomatoes that produced mainly in January. I also keep all peppers outdoors all winter. As long as there is no frost (or temps below 35°) they do fine outdoors, and mine continue to make peppers all winter. I mainly grow chocolate Habanero chilies, and the one plant that I got to grow this year is just now getting ripe chilies.
