Why is my echeveria getting worse?

I live in zone 9b (Northern California). My succulents are on a patio outside, facing west. It's true that it's been rainy/cloudy this winter, but my other succulents (graptosedums, etc) are doing just fine.


I bought this Echeveria PVN back in January, and it started out looking ok.




Now, in March, it looks like this:



The leaves aren't downturning so I don't think it's an extreme lack of light, but they are green, so it could use more light. However, just overall it doesn't look like it's doing well. What happened and what should I do? Keep it indoors under a grow light and hope it outgrows its damage?
