If all the windows are securely closed then they were not 'set' properly in the structure.

They may have installed Wolf Windows.

That was the window of my childhood bedroom, to add to the scene, a large, wild tree was right outside and an unkempt meadow stretched a long distance beyond that, the wind was tremendous. There were many nights I lay in bed in terror or just wandered our dark house alone.

Call an exorcist.

Maybe not the windows. You're in a different house with a different exposure to the wind than your old house. I used to live in western Oklahoma so I sure know what wind can sound like. Howling, the high lines 'singing'. Probably not much you can do about it other than try to block it out, mentally, and with background music, white noise, etc.

I know the sound of high winds can surely get on your nerves.

It may be the ridge vents (if you have them) on your roof. Especially since you said it’s louder on the second floor. shingle over vents are barely visible from the outside. if you want to see if you have them, go in the attic during the day, turn off the lights and look up. Ours howl when the wind is just right.

That could be too.

Job #1 is to localize the sound as best you can. If you become convinced it is the windows, find who manufactured them, then call and get their advice. You may even still be under warranty! At worst, they will tell you how to troubleshoot. I do agree with Beverly and Lil that this indicates a problem with either the window construction, or much more likely, how they were installed. (Assuming it's the windows and you have them properly maintained, tracks cleaned and windows closed tight.) A poor installation job can be remedied.
