It flowers but the blooms are insignificant and you'd probably not notice them unless you looked carefully. In fact there are flowers visible in your photo.

Which preemergent did you try, if you dont mind my asking? I have an abundance of japanese stiltgrass and was thinking about trying Preen Lawn Crabgrass Control (Dithiopyr) or Preen Garden Weed Preventer (Trifluralin) next year.

Not hopeless at all, it is an annual so if you pull/dig it out before the seed develops you should greatly diminish it. There could be seed in the ground that will start but you can win. That is what we gardeners do.

When should I pull out? I must be missing the window. It’s everywhere.
I can’t remember what I used for pre emergent (green bag) but not sure it helped much. I have stilt grass every year but less than the other weed. My understanding is now is when you cut down stilt grass to keep it from spreading. Is that right?

Its too late here to cut down the stilt grass, it already has seeds all over it. If I had mowed it down 3 weeks ago it probably would have been effective to prevent it from going to seed before frost.

That is what used to be called Sedum spectabile. Now renamed Hylotelephium spectabile. Not a weed. I suggest you post any new plants you find on the Name That Plant Forum. More people interested in plant id browse there. They might not look at a forum called 'Weeds'.

It will bulk up at the base creating many new stems over time. When it is larger it can be divided. It is easily started from cuttings as well.

This one seemed the most straight forward for you. If you google cuttings you will also get videos. Cuttings

Those instructions include mention of plastic bags. I would not put this species under a bag. It's very easy to root just by sticking bits into the ground or a pot if fast draining mix. No need to cover and no need for rooting potions,

p.s. Your Hylotelphium is so easy you can just stick the cuttings in your garden.

A Datura (moon flower?) popped up also but that was easy to ID. Moved it due to dogs and it’s survived so far. Beautiful white flowers.
