Red plum tree pruning issue.

I severely pruned back my 30-year-old red plum tree last winter, after two bad years of crops. I cut back far enough that I expected (and received) no fruit this year. What I did not expect was that some of the branches that have always had growth did not have any new growth this year. They were healthy and full of growth each year prior to the heavy pruning. Is it possible that they are done and that I should lop them off?
