Help - gap between cabinets

Hi - we are supposed to be nearing the end of what has been an exhaustingly long kitchen reno. We’ve identified several mistakes made by our designers (some as simple as room mis-measurement) that have caused several delays.

on the lower cabinets we realized there was another measuring problem that resulted in an unnecessary filler piece and now the drawers are being widened. My husband and I just looked at the uppers (above same spot) and realize there is another 3.5” filler piece and gap under the cabinets that isn’t showing on our plans. Is this another error by the designer? I’ll find out tomorrow when I call but I’m trying to figure out if I’m now just looking for mistakes or if this is valid.

Is it reasonable to be extremely upset that I’ve already had to pay an electrician to remove cabinet lighting in a defective upper box and now I may need to rip out more? is the designer responsible? Please help. I’m more than frustrated and just want this to be RIGHT!
