Oh yes, definitely potbound, by the looks of it. It's normal for a plant to sulk a bit when it gets moved. Also, as lower leaves die off, newer leaves are being grown from the crown's centre. I'd usually not recommend repotting in the winter, but Yuccas are tough customers, perhaps as tough as they come, so repot it, giving it lots (but not too much) room to grow, and don't water for a few days afterwards. You'll likely also need to trim roots, but that won't hurt it one iota.

A plant that size in that small volume of mix is certainly pot-bound.

A couple years ago, we hacked one of these into pieces and put them all in the ground, since they survive outdoors here. Best choice we ever made. The cuttings root very easily, too.

I got a couple pics of the pieces that we put in-ground last year.

This was the topmost cutting, which immediately bushed out into 5 branches.

The base/trunk piece, only threw out a single new leader, so we'll prune it to bush it out, too.
