That rough looking leaf cam be removed or trimmed of the lousy tip. I think your plant is a Aloe vera. What I can see of the soil is that it is very dark. Meaning it has alot of peat. We recommend the use of a 50/50 mix, 50% potting soil and 50% perlite or pumice. This will drain much better than potting soil . I also hope that the pot that it is in has a hole in the bottom.

looks like a very healthy plant. that orange/red part can't be recovered. It's consuming it's own leaf to stay alive witch is a good thing. It probably just got a transplant as well. I'd say don't water it, let it consume that orange leaf and let that leaf die off before watering. chances are you are already over watering it right now thinking it needs it. There's no saving a leaf when it decides to consume itself. watering only makes things worse. lay off watering. let it consume the leaf. then resume watering. Also looks like a transplant. or a pup that was divided, I'd wait a few months before watering.
