self watering and minimal water seeds

I typically start my peppers & tomato plants 3/7. This year I am out of town from 3/12 - 3/17 AND 3/21-3/29. All of my typical help watering will be with me out of town. I would like to start my seeds so I am asking:

1. Is there a reasonable reliable self watering system out there?

2. What is minimal watering for seeds until they sprout? I always here water every day. Never let the soil dry out. When I am home I do water everyday. However I have seen things go days, even a week with no water. I would think for seeds from planting until sprouting every other day would be ok. Do you agree?

3. What is minimal watering for after peppers & tomatoes have sprouted? I would think for the first week after sprouting every other day and then next week every 3rd day would be ok. Do you agree?

Basically I have someone I could ask to water every other day - but I am not comfortable asking him to do it any more then that. I have to decide if I should try now and wait and start 3 weeks late.
