Looks like Aphids. At this point I'd just wash them off. You will probably have to rewash every couple of days, but if you keep it up they'll be gone.

I'd guess they are probably aphid eggs as well but it could be something else. I had a few late peppers still under lights last week and a couple flies got into the basement and decided to lay eggs on the peppers. I just washed them off under a light spray from my sink faucet.

Whitefly nymphs (or is it eggs?) look like that. Have you seen any whitefly?

I agree about whitefly nymphs. If so, you have 4-6 weeks before you have BIG problems, with flying whiteflys laying eggs everywhere. Time for the insecticidal soap. BTW, aphids mostly don't come out of eggs. They are usually born directly into the nymph stage.
