Another "Name That Blight" / "Who Done It" Post

So in my few years of rose growing, I've become very familiar with black spot, rust, powdery mildew, along with the seasonal predations of the sawfly larvae. But what is this I'm seeing recently -- is this "red spot" or just a red variant of black spot? Note, there's no rust on the undersides of leaves on this poor plant:

What is it? One fish, two fish, red spot, black spot?

And, who is it that does this to my rosebuds? This is a big chomp taken from a bud of Rhodologue Jules. I have been losing several buds from each truss of Perle d'Or to this as well:

The foliage disease is Cercospora.

Gee willickers . . . yet another fungal disease. Thank you, Paul.

This is a rose I was planning to hand off to a friend, who gardens in a dryer sunnier area. Is there reason to think that the rose might do a lot better there -- or is this likely to persist? He could also put it into the ground; mine has been stuck in the pot ghetto for a long sorry time. It is putting out nice new red foliage and blooms though overall it looks pretty awful.

Or would it be kinder to the rose (and my friend) to simply -- make it disappear? I haven't managed to do that yet with any roses . . . .
