garlic rotting from bottom up

I have grown garlic before but not every year. This year I have a row of hardneck garlic from a local farm (not sure which variety). Today I pulled a small plant because the bottom sets of leaves were already yellowing, and found much to my surprise that the roots had rotted away and the center of the bulb was rotten through. Then I found the same on another plant; so I pulled a healthy one just to check and the beginnings of the same thing are there. I can't see any white fuzzy mold or black sclerota anywhere. Does anyone have experience with this? Are healthy cloves from this crop savable if I harvest now or do I need to scrap it all? First pic is the worst plant, second pic is the best plant.
