First thing I would check is that any water shutoff valves to the machine are completely open. It's also possible it was installed wrong. Can you call the installer back to check under a warranty clause? If not, the washer itself is still under warranty, so get on top of this right away while your terms are still active.

From your description, the problem is most likely that whoever "just installed ... the washer/dryer hook-ups ... prior to me moving in" goofed up and plumbed the hot water supply line to the cold faucet and vice versa. It happens.

Water is getting through both of them. According to page 33 of your washer's manual, the flashing red water icon means there is no water flowing through the cold connection. No water on the hot connection will flash an E:93 error code on the display. You do not get the error code or icon when both taps are open, right? So water is coming through the "red" connection and the problem is likely a plumbing error. Not unheard of.

Have you tried (are you able to) run the cold and hot water hoses from the taps to a bucket or sink and see what temperature water is comes out of each faucet? If you aren't able to move the washer out to disconnect the hoses at the back of the washer, can you undo the hose connections at the faucets? If so, swap a substitute hose on to the cold faucet and run the other end to a bucket or sink. Even garden hose will do for this test. Turn on the cold tap and check if warm and/or hot water is coming out the cold faucet. Then check the hot tap the same way to see what comes out from that line. If the connections were mis-plumbed, you can swap the hose connections for the time being so you can use the washer while waiting for whoever "installed" the faucets to come correct their errors.
