Are you sure the top piece is connected to the table? Maybe those 2 corbels under the table are meant to hang the cabinet?

Thanks everyone! They are two separate pieces that are not fastened together. My neighbor was throwing it out.

If that top part was meant to hang it would be very unusual....hanging cupboards don't have that sort of a bonnet/arched top.
It's a very VERY long way from empire styling.
And I never heard anything about European furniture having thinner dovetails than American...I have lots of dovetailed pieces I will have to check them out more closely.
as for the strap hinges, I have a cupboard that was added to my house in 1958 and it has strap hinges....hardware stores still sell them.
I believe it is what was often called "Spanish Colonial" or sometimes "Mexican hacienda" furniture...often made in Mexico and was popular in homes in the southwest about 2000 and probably may still be.
Sort of like this....but the styling is different.

Editing to add...I wonder what kind of wood it is....there is so much heavy stain it's hard to see....and I wonder what part of the world your neighbors are from.
