Yes - if healthy it will grow back. But: what = "mess" in this instance? Are you looking at the plant's normal appearance and not liking it? If so maybe you should replace it with something else.

Or is it struggling in some way, resulting in a shabby appearance? If so it may not bounce back from being cut off as readily.

In either case cutting it down to start over may not permanently eliminate what you are seeing that you don't enjoy.

You might do better to cut back some of the older stems as low as you can--you'll need a pruning saw. I did this last spring, and having help holding back other growth as one of us cut was important. They also root themselves from low hanging branches and you may have many plants growing there if you haven't been keeping up with removing those newly rooted plants.

Fragrant abelia, (A. mosenensis) blooms on old wood so prune it just after it is done flowering so that you get flowers the next spring. The fragrance is incredible, but it is not a refined shrub. It is large and throws a lot of wild branches so it require a lot of pruning to make a nice shrub.
