Tangerine Tree Disease / Fungus?

Can anyone tell me what this is on the leaves of my tangerine tree? I am located in zone 9A and the city otherwise healthy tangerine tree that has produced fruit for several years. This is the first time I’ve seen anything like this.

You've got a pretty good insect infestation going on there. My first thought was citrus snow scale but that last leaf (and the fact that it looks to be only on the leaves) is leading me to citrus woolly whitefly instead.

Thanks @GardenGal48! You are correct in that it is only on the leaves, very observant of you. I’ll take the pics and the research to the garden center this weekend.
