Seriously? Your condenser is in danger of falling at any moment that is rotting. Of course you need to rebuild it completely.

Wow, I wouldnnt trust all that weight on that stand. Something needs to be done there ASAP. You might be better off, to put concrete slab on the ground and lower it, unless, of course, you have a flood problem to worry about.

I would not attach those brackets to a stucco wall. Do you know a reason why it was elevated that high? A pad would have looked a lot better. In general, see for yourself how badly it deteriorated. [I would wait till you need to replace this condenser imho]

Two three rows of landscape bricks, the kind they use for retaining walls might work, fill center with gravel. I think I have seen prefab concrete platforms made for placing condensers on, I was looking at one once. They are made with a lighter weight material than regular concrete. A stack of two if you need the height.
