Light I have says: "PAR 527umol/m2s at 24” height, perfect for 3x3ft growing area."

We want to germinate herbs (parsley, basil, oregano, dill, cilantro, and chives. We need to grow them for 4-6 weeks after germination - just until they are 2"-4" tall. Given the above info would we have enough light or would we need to raise or lower the light to get more or less?

Sunlight has a PAR value of 900-1500 when the sun is overhead in a clear sky. So 527 seems adequate for growing things. As if it's partly cloudy, or you only have half a day of sunlight. For fruiting vegetables, it's hardly perfect, but otherwise, it'll do.
