Help with weed ID

I'm trying to figure out what I'm up against. I assume it's a weed, though I guess it could be something the previous homeowner planted that has gone crazy.

It's only in one part of my yard, which is luckily isolated from the rest of the garden beds, but it throws out runners under ground so when I rip them out, I'm not sure how much good I'm doing. I have two pictures, one of which I think is a more mature form. The other is what it currently looks like in my garden bed. It had completely overtaken a peony, and I managed to rip it all out in that area, but I know it's just a matter of time before it comes back.

From my recollection last summer (our first summer in this house), they got quite tall by the time I noticed them (easily more than a foot tall) and were easy to yank, but I guess that could've been something else entirely. It is clear that they are aggressive and looking to take over.

Perhaps Campanula rapunculoides.

Well that certainly seems likely, right down to the pubescent stems. I didn't let it flower (didn't know it would flower) so I can't be 100% sure, but it looks pretty aggressive from what I've read so far. Guess I'm in for a battle.

Looks like digging it up is the best bet (though it might take repeated attempts) I was planning to dig up part of that bed anyway to remove a dead shrub and plant another one in its place so maybe I'll keep digging this year and see how it looks next year before I put something new there.

The only problem is the other side of that bed where a peony and another pretty bush is growing (no ID on that one yet). Maybe I could dig up the peony in the fall to clear it out and then put it back? It's been covered by too much mulch so that would give me an opportunity to set it at the right height again too.
