Probably aphids. If it were me, I'd spray them with insecticide or fly spray. But some others will offer their wisdom on this matter. I'm not in the US so local solutions may not apply to you.

You’d be surprised how effective lady bugs are. I wouldn’t use an insecticide near them. Since this plant is in a pot you can just hold it carefully under the tap and sloosh off the aphids with your fingers. Avoid the ladybugs.

I've used a wet q-tip to just wipe them off.

Don't discount your ladybug larvae.....they are said to eat as many as 200 aphids a day. That's each ;0)
