Yes, pull the mulch back. It looks OK to me. What makes you think its planted too deep?

Well it has stayed small and had never flowered until fall of last year. By then it was all green. I guess when a plant doesn’t flower, I think something is wrong. And it seemed the leaves were really close to the ground. Here’s a photo of it today. Media pulled back:

Could be a lot of reasons it isn't flourishing. I know what Ken would say - "Dig it up and find out. Then throw it on the driveway and curse at it" - but with a lot more . . .'s.

Thanks nicholsworth! I think those little leaves at the ground level is what was worrying me. I will say this, the petioles are much longer this year than I previous years.
