Those 'cones' are really bag worms and are common to a number of conifers. There are various fact sheets online that suggest controls, however picking them off is the most efficient method if the tree is not too large. But you need to be thorough. Any left behind will be the start of a new population.

If the tree is small a propane touch doe wonders for their future development.

WOW thank you! Now I noticed most of you mention if the tree isn't big... what if the tree is at least 6 feet tall? Could cutting them off damage the tree further?

It is more about ease of access than it is anything else. A big tree just makes complete removal more difficult. Removal will not damage the tree......really only its best chance at survival. As long as you can get them all.
