Leaf close-up would help alot, it at least looks like a member of the "white" oaks, maybe the fastigiate English oak?

The tree has not been maintained, and it looks like it is in a commercial/public setting. Knowing that the Nuttal oak is planted in these area in the Carolina, and the look at the leaves It could be a Nuttal Oak.

We had one planted in our yard about 10 yeas ago. When panted it was about 14' tall. Today it is over 30' and a great addition to our house.

With no evident bristle tips on the lobes, it won't be a Nuttall Oak - which is in the Red Oak group which sports bristle tips on the leaf lobes.

Agree with beng; this is a White Oak group member and probably just a poorly grown and poorly pruned fastigiate plant that is now splaying its multiple stems broadly. It will take a bit of work to reform its habit to fit that spot and become a handsome long term public specimen.

Leaves are those of Quercus robur.
