Could be Dr. Huey, a robust and rampant spreader (almost a weed rose) that is frequently used as the understock for grafted varieties and often overwhelms them.

It doesn't really feel like Dr Huey to me. It could just be the photos, but the flowers are a bit too cherry red, the foliage is a bit too shiny, and the entire plant is a bit too stiff. Old flowers on Dr. Huey unquestionably 'blue', or pick up a dark purple tinge. I see older flowers, but I don't see that color change. It feels newer than the 1920s', like a late 20th century Kordesii hybrid.

Depending on where you are, the small rose plant could be a seedling. Given the distance from the older rose, that would be my guess.

That's 'Dr. Huey' alright. If the temperatures rise suddenly during its bloom period, we often see much more cherry red hues than its usual dark maroon coloring.

No amount of pruning or feeding or watering will coax it to rebloom. It's used in the industry as an understock variety to graft more desirable roses onto. That's why you see so many examples of this everywhere: the graft has died and the good doctor has taken over. Many growers consider it little better than an invasive weed, but if your Dad likes, it there's no reason to destroy it.
