What to do with clustering onion? Stuttergarter

Last year I got some starter onions, from Harris seeds if I'm recalling right. None of them did well in the bed- problems with my growing, not the onions. So I had some small Stuttergarters that I set aside as hopeful seed onion this year. A couple of them had gotten big and were tasty, so hoped to grow them in a tub for actual seed.

Well, no scapes came up... but most of the dozen or so of them have divided. Still healthy and growing so far. But not sure what to do to maybe propogate these? Can I pull the big ones and replant the small ones this fall? Or do like I did this year and plant them in the spring?

I've only a little experience with onions in general- but they have been single bulbs or green onions. Haven't seen onions cluster or split up like this before.
