Not if you want secound floor to stay as cool as ground floor. The short reason is because heat rises. Celibrate the fact they did it that way.

Sizing is done by load calculations, not by square footage. A downstairs is different from an upstairs, with the latter usually hotter because of rising heat from downstairs and often with a hot attic above.

I concur with the previous explanations. And now for the second part of your question:

The International Residential Code (IRC) section R303.10 gives the required heating system performance for habitable rooms. Powder rooms, bathrooms, and laundry rooms are not designed for continuous use and are not considered "habitable" rooms (although my teenager's hour-long showers might have put that definition to the test.) Bathrooms and powder rooms are subject to ventilation requirements as per section R303.3. That said, if the spaces are not comfortable, it doesn't matter what the code says. In my homes, I always provide conditioned air to bathrooms, powder rooms, and large closets for occupant comfort and for control of indoor relative humidity.
