Girdling root on persimmon tree

Hello

I saw a large horse chestnut tree with a very big girdling root which was very vigorous and fine, left me wondering wether or not I should cut the big girdling root I found on our 60+ years persimmon tree? I’m scared of damaging the remaining years of the tree (only 70 years for persimmons), and should the girdling root be cut in late fall or late winter? as I’ve read that pruning wounds will further damage the tree when exposed to frost or extreme cold or snow

Thanks for any help (please don’t mind the whiteness on the tree someone suggested white washing and that was a very bad idea I’m aware now)
