Yes I would say it is a Philodendron. Yes it is mild to moderately toxic and if the pet ate enough could warrant a visit to the vet.

Many, many, many tropical plants are toxic to some degree. Mostly, my cats have left plants alone. Occasionally, they will munch on something that looks grassy, like palm fronds. They may spit up but have alway been fine. I sometimes I wonder whether they are are already having some stomach issue and trying to self medicate. But honestly, I have a zillion plants and all my cats have only ever died of advanced age. I would suggest that the owner of the plant grow some animal friendly grasses, you can buy them from most pet shops. That way, if the kitty or doggy were to experiment with botanicals, they have something that is green but completely harmless.

P.S.1 , Yes, it's a self-heading Philodendron of some sort..., there are hundreds.

looks like an older gentleman with a blue bottle of water... i dont know if he is toxic to the dog ..

i have a lot of faith in animals.. to know what they shouldnt eat .. perhaps they try once .. but they figure it out pretty fast ...
