Contractor payment questions

Our contractor has been paid 95% of his funds since mid-November, when he assured us that he only had a week left. That was a lie. He has consistenly overpromised his progress, and acted shocked that when we arrived this past week (6 weeks after he talked us into paying the 95%) there was still a long punch list of some major issues, including structural and electrical. Structural was fixed before we left. (They literally did not secure any of the ceiling joists as per engineering plans after they removed a wall. It was a disaster waiting to happen.) Electrical was not fixed before we left. (No GFCI outlets in kitchen. No outlets in the bathroom. Multiple existing outlets and 2 ceiling fans not working, etc.) Now he is demanding the rest of the payment, and telling us the electrician has everything fixed. The problem is, we have ZERO faith in his word now, and we won't be back in town to see for ourself until the end of the month. Is it wrong for us to withhold the remaining 5% until we can visually confirm for ourselves, and physically test all of the outlets using a GFCI tester, to confirm that the work is complete? He knew we were only going to be in town for the one week, and wouldn't be back, so if he needed the money so bad he should have finished the job while we were on site.
